White paper on Local Government
1 For more than a year, structures inside the ANC as well as structures from outside held conferences, discussions and various other workshops to receive inputs from all role players to enable the ANC Government to finalize a white paper on local government. This white paper (to become law during 1998) will determine the future and structure of all local authorities. From platform to platform, since the inception of the first discussion document, role players were giver the assurance that the process would be transparent, inclusive and consultative. Furthermore, it was clearly stated that they, the ANC had no hidden agenda and no pre-defined structures in mind.
2 During the consultative phase no-one, no organisation except the ANC, gave any support for the concept of MEGA CITIES. In fact, the Steering Committee Against a Megacity (from Sandton) arranged on its own expense a referendum within the Sandton area. during which more than 80,000 voters voted against a Megacity concept.
3 On more than one occasion RRASA expressed its opposition to the Megacity concept for the following reasons:
a It will derail "on-the-ground" democracy as too few representatives will be responsible for too a large area. The effect will be a centralization of government versus de-centralization.
b The concept of fast and effective redistribution will effect negatively on the community as a hole, as the job-creators and service providers will be drained of resources.
c The effectiveness of local government will drop due to the fact that a "far-off" government would not be in touch with local conditions.
4 Now, whilst the consultative process is underway, the ANC have come up with a white paper (final draft) that supports megacities. This white paper is going to Parliament during February 1998. This is a total breach of trust and previous commitments.
RRASA will apose the re-structuring of the RSA's communities with all the power and influences at its disposal. We will not accepts this turn-about-face from the ANC or any other authoritarian authority.
